Okay, so I imagine Jimmy not being himself, here. Only because of his unstable emotions throughout the series.
This twisted poem, (took a while to write because Jimmy does not necessarily come across as scary), is more so a message to Kevin.
In terms of the first line, 'Hallow's Eve isn't 'hallow' at all,' I took a bit of creative liberty on the word.
Halloween, in its origin, is a day to cleanse souls and keep evil spirits away. It makes (slightly more) sense after that.
If you have any questions concerning what in the (expletive) Jimmy just said, feel free to ask.
